Position on Measures of Yearly Progress
The following position was adopted by the NCHE Board of Trustees on November 20, 2006.

In the reauthorization of the Elementary and Secondary Education Act, the National Council for History Education (NCHE) recommends:

1. That state assessments for Reading and English/Language Arts include history-related content aligned with the state's history curriculum requirements.

2. That assessment of students' mastery of historical knowledge and understanding be included as a part of each state's accountability system, and that history is factored into each Local Education Agency's measurement of adequate yearly progress (AYP).

3. That, in addition to state assessments as part of AYP, NAEP history examinations be administered once every two years for grades 4-8 and once every two years for grades 10-12, with the results reported by state.

4. That policies be devised to support the efforts of individual teachers to implement state history standards in their classrooms.
